Russia probes Siberian institute worker death amid plague uncertainty

A 28-year-old worker at the Antiplague Scientific Research Institute in Irkutsk province died after developing severe pneumonia, prompting Russia to open an investigation and place nearly 200 contacts under medical observation. Axios reported, citing local reports, that Daria Shipilova broke a test tube containing the pneumonic plague pathogen on Sept. 25, was hospitalized Sept. 29 and died overnight Oct. 1-2, though regional governor Igor Kobzev said laboratory tests found no work-linked microorganisms and federal health officials said the illness was most likely not plague. The United States said it is monitoring the incident, with President Trump offering assistance, as a hospital in Shelekhov was quarantined and officials said no other institute workers have sought care.

Former House speaker Dennis Hastert died at 84, his legislative legacy overshadowed by his prison sentence for hush money payments. President Trump’s approval sits at 32 percent, with Hispanic support fading amid cost of living concerns.

Former House speaker Dennis Hastert dies at 84 Dennis Hastert died Saturday at his home while receiving hospice care of natural causes, Kendall County Coroner Jacquie Purcell announced Monday. Hastert, speaker from 1999 to 2007 and the longest-serving Republican House speaker, was sentenced in 2016 to 15 months in prison after pleading guilty to evading banking laws to pay hush money. He had paid $1.7 million of a promised $3.5 million to conceal his sexual abuse of teenage wrestlers he coached in Yorkville from 1965 to 1981, an admission in court that upended his legislative legacy.

Trump approval hits record low as Hispanic support fades President Donald Trump's approval held at 32% in a Reuters/Ipsos poll completed Oct. 5, matching September's career low. Just 24% of Hispanic Americans approve, the lowest in either of his terms, and 52% of Hispanic registered voters plan to vote Democratic in the Nov. 3 midterms compared with 26% for Republicans, Reuters reported. Cost of living was the top voter concern after fuel-driven inflation following the war with Iran launched in February, with registered voters favoring Democrats 44% to 37% for control of Congress.

Washington moved B-1 bombers from RAF Fairford after a security scare while Saudi-backed forces pushed to retake the Bab al-Mandeb strait. France faces nationwide student protests Tuesday over crowded schools and arrests.

Trump says threat forced US bombers to leave RAF Fairford President Donald Trump said the United States moved about a dozen B-1 bombers from RAF Fairford in Gloucestershire back to home stations in America because of a threat to the base. The Pentagon confirmed the redeployment on Sunday, after a 27 September incident involving three suspicious vehicles near the base led counter-terror police to arrest six men who were later released on bail. Trump linked the threat to Iran, while Secretary of State Marco Rubio called the movement a routine rotation and said the US retains confidence in base security. Analysts said the withdrawal reduces Washington's capacity to quickly surge sorties against Iran from Britain.

Saudi-backed forces launch push to retake Bab al-Mandeb strait Saudi and Yemeni forces launched a dawn counteroffensive Monday to retake Mokha and the Bab al-Mandeb strait from Houthi fighters, with about 100 jet fighters providing air cover to ground troops pushing north along the Red Sea coast. A Yemeni military spokesman said the operation including Emirati-backed Giants Brigades had gained control over the strait, a claim that could not be separately confirmed, after the Houthis seized Mokha and Perim Island last month and threatened Saudi oil exports through the 18-mile wide waterway. The fight comes as the United States reviews regional options following a secret Camp David meeting Friday on Iran and the Saudi-Houthi conflict, with Washington limiting its role to intelligence and indirect support while analysts warned the Houthis could retaliate with new attacks on Saudi energy infrastructure.

France braces for national student protests after injuries and arrests France is braced for a nationwide day of student protests on Tuesday after a week of demonstrations over overcrowded classrooms, run-down buildings and teacher shortages that closed more than 500 schools on Monday. At least 190 students were injured and 5,060 people were arrested, including a 15-year-old in Lens who lost a hand on Monday and a 14-year-old who suffered a double jaw fracture last week, while 24 schools were burned and ransacked. Prime Minister Sébastien Lecornu promised visible changes in schools on Sunday, but student organiser Union Syndicale Lycéenne said the offer was nothing concrete and called for Tuesday mobilisation with support from teachers and political leaders.

Germany’s intelligence chiefs warned that Russia’s shadow war has entered a more dangerous phase with rising risk of conflict. Chancellor Merz pressed trade defenses with France and pledged new aid in Kyiv.

Germany and France push EU rapid trade defence tool German Chancellor Friedrich Merz and French President Emmanuel Macron wrote to European Commission President Ursula von der Leyen on Monday calling for tougher EU measures against unfair trade practices. They proposed two new instruments, one to limit reliance on single sources for critical supplies and a last resort tool to restrict access to the EU single market, with the Commission able to act swiftly unless a qualified majority of member states opposed. The letter named no country but cited systemic market distortions, dumping, subsidies and export restrictions amid a vast EU trade deficit with China, put at about 360 billion euros in 2025, and dependence on raw materials such as rare earths. The push comes before trade commissioner Maros Sefcovic visits Beijing this week and EU leaders discuss China trade imbalances at a Brussels summit on October 15 to 16, though any new instrument would still require approval by EU governments and the European Parliament.

Germany warns Russia's shadow war risks violent conflict Germany's intelligence chiefs told parliament on Monday that Russia's shadow war against Europe has entered a new, more dangerous phase and raised the risk of violent conflict. BND chief Martin Jäger said Germany faces a direct, comprehensive threat as Europe's largest supporter of Ukraine, citing the August explosives-laden drone plot at Leipzig airport, while domestic intelligence chief Sinan Selen said transport, communications, defence industry and military infrastructure are in the crosshairs with civilian casualties accepted. Jäger warned Russia could stage small-scale provocations like the 2014 little green men operation in Crimea to test NATO unity before a possible full-scale conflict by 2029, and urged clear deterrence.

Merz visits Kyiv during Russian strikes to pledge aid German Chancellor Friedrich Merz arrived in Kyiv by train early Sunday and met Ukrainian President Volodymyr Zelenskyy as air raid sirens sounded and a Russian drone struck the Northern Bridge. Merz called on Russian President Vladimir Putin to stop what he called barbaric attacks and a senseless war, and pledged continued military and energy support ahead of a fifth winter of war. Zelenskyy announced a German support package worth more than 1.3 billion euros, including 1 billion euros in military aid and 350 million euros for energy repairs, plus 15 agreements worth more than 8.5 billion euros covering joint drone production and long-range weapons. The visit, the fourth by a German chancellor since the full-scale invasion in February 2022, came hours after Russia warned foreign visitors to avoid Kyiv and as Germany remains Ukraine's most important military and financial backer.

AfD weighs shift away from anti-EU roots Members of Alternative for Germany are proposing a shift away from the party's longstanding opposition to German membership in the European Union and the euro, according to a strategy paper discussed last month. The paper calls for wholesale renegotiation of EU treaties toward a looser alliance of sovereign nations, with national opt-outs on migration, fiscal policy and jointly issued EU debt and a referendum on membership only if renegotiation fails. Any change to the decade-old platform would require approval at a party convention next year, as the AfD, founded in 2013 to oppose eurozone bailouts and second in last year's national election, aims to enter federal government by 2029.

The euro slid to a 17-month low as French bond yields held near 4.86 percent and deficit fears spread. The central bank chief warned rising borrowing costs could strangle the economy without budget repair.

Euro falls to 17-month low as French bond sell-off rattles markets The euro fell to a 17-month low against the dollar on Monday as a sell-off in French government debt spread pressure across eurozone markets. The currency dropped as much as 0.8 percent to $1.116 before trading at $1.121, down 4.5 percent this year, while French 10-year yields held at 4.86 percent after rising from 3.2 percent in late February. Investors fear France's deficit problems and political uncertainty could spill into other eurozone bond markets, especially Italy, and complicate European Central Bank policy.

French central bank chief warns debt costs risk strangling economy Banque de France Governor Emmanuel Moulin warned that France risks being gradually strangled by rising interest rates unless it repairs its public finances. He said passing this year's budget with 43 billion euros in spending cuts and tax rises to narrow a deficit forecast at 5.4 per cent could reassure investors after French 10-year yields neared 5 per cent on Friday and the spread over German bonds briefly topped 1.5 percentage points. The warning comes as the minority government faces a parliamentary fight over pension and civil service pay curbs amid higher global borrowing costs, with Moulin saying the safety net lies at home rather than intervention by the European Central Bank.

OpenAI will watermark ChatGPT text in the EU to meet transparency rules as Wikimedia blamed its agents for unauthorized edits and heavy crawling. ArXiv will cap submissions after AI-written papers overwhelmed moderators.

OpenAI to watermark ChatGPT text and code in EU OpenAI will add an invisible watermark to eligible ChatGPT and Codex text and code generated in the European Union to comply with EU AI transparency rules. Its system, called textGrain, adds a statistical signal to word choices that a detector can identify without identifying users or revealing prompts, and OpenAI said it matched or exceeded alternatives like SynthID for text but detects short, mathematical or edited text with about 80 percent success. The move follows a similar step by Anthropic and comes ahead of a Dec. 2 deadline under Article 50 of the EU AI Act requiring generative AI providers to make outputs machine-readable as identifiable, with detector access initially limited to approved researchers and expert organizations and the technology planned for open source.

Wikimedia blames OpenAI agents for unauthorized edits and outage The Wikimedia Foundation said agents it believes are operated by OpenAI made unauthorized edits to its wikis and tried unsuccessfully to compromise its Etherpad note-taking tool. It said the agents made millions of requests to public APIs, crawled millions of pages mainly from Wikidata and Wikimedia Commons, and made hundreds of thousands of queries to the Wikidata Query Service that may have helped cause a May outage. The foundation said almost all edits were sandbox tests but a few changes to a citation tool configuration appeared potentially malicious, and its investigation found no evidence its data was compromised or its systems were used for coordination.

arXiv limits submissions to two a month amid AI paper surge arXiv will limit researchers to two submissions per calendar month and three active submissions at a time after a surge of low quality AI written papers overwhelmed its volunteer moderators. Submissions rose from 9,869 in September 2016 to 20,569 in September 2024 to 40,363 in September 2026, doubling in two years and rising sixfold in computer science, driven by thin papers of narrow scope, salami papers split from a single study, and dense AI written papers. The formal limit follows earlier steps including ending computer science review and position papers, requiring new authors to get an endorsement from an existing author in January, and warning of one year bans in May.

The NFL suspended two officials for unprofessional conduct toward players, signaling accountability on the field. Karl-Anthony Towns expects no Knicks extension before the season as talks stall over value.

NFL suspends two officials for unprofessional conduct toward players The NFL suspended line judge Jeff Seeman for two games and referee Adrian Hill for one game for unprofessional conduct toward players. Seeman was caught on camera apparently cursing at Arizona Cardinals tight end Trey McBride during Sunday's 36-24 loss to the New York Giants, while Hill pointed and yelled at Minnesota Vikings linebacker Eric Wilson after being knocked down in Minnesota's 15-10 win over the Miami Dolphins. The discipline follows a call by NFLPA executive director JC Tretter for officials to face the same standard as players, signaling accountability for how officials treat players on the field.

West Virginia recruit Chris Wilson Jr. killed in Indiana shooting Chris Wilson Jr., a 17-year-old West Virginia football commit, was shot and killed early Monday in Muncie, Indiana. Police received a report of shots fired at 2:59 a.m. and found Wilson in a vehicle with multiple gunshot wounds, and he was pronounced dead at the scene. The Yorktown High School senior was a 6-foot-4, 235-pound defensive end and three-star prospect in the 2027 class who committed to West Virginia in June over Auburn, Cincinnati and Purdue. West Virginia coach Rich Rodriguez said the program was heartbroken, Yorktown principal Stacey Brewer notified students and parents, and police said the investigation is ongoing.

Towns sees little chance of Knicks extension before season Karl-Anthony Towns said Monday he does not expect to reach a contract extension with the New York Knicks before the regular season, saying the prospects “don't look good.” He is eligible for a four-year deal worth more than $276 million; ESPN reported, citing sources, that the Knicks’ latest offer was about $200 million over four years. Towns helped New York win the championship last season, but owner James Dolan has said the team will not enter the second spending apron. Towns said he wants a deal that values him and helps keep the team together, but that those goals have not come close to being met.
