Germany arrests former BND chief August Hanning on espionage charges

Police arrested former BND foreign intelligence chief August Hanning, 80, early Tuesday at his home in Nordwalde near Münster on suspicion of espionage, disclosure of state secrets, attempted treason and working as a secret service agent. Prosecutors allege his former chief of staff Manfred D., arrested in Bavaria, provided him with about 2,000 classified documents for payment from 2012 until at least mid-2022, which Hanning used in private consulting work and passed as analysis and political information to representatives of foreign intelligence services that were not named. The arrests put trust in German state institutions at issue, with parliamentary oversight leaders warning against betrayal of secrets and calling for a swift investigation, while the inquiry that began from links to the Christina Block trial continues with property searches and court hearings for both suspects on Tuesday and Wednesday.

Trump allows tax-free dyed diesel on highways as prices spike President Donald Trump signed an executive order Monday allowing red-dyed diesel normally reserved for farms and off-road vehicles to be used on highways, with federal excise taxes deferred through the end of 2026. The fuel is exempt from the 24.4 cent-per-gallon highway diesel tax, and the White House said truckers could save more than $100 per fill-up. The move follows a record national average diesel price topping $6 a gallon in September amid supply disruptions linked to the conflicts in Ukraine and Iran and limited refining capacity.

Record El Niño threatens California with intense winter storms California is expected to face much higher than normal risk for powerful, moisture-laden storms late this fall and winter, especially from December onward, driven by a record-breaking El Niño that prompted Gov. Gavin Newsom to declare a statewide emergency last month. A coastally trapped wave is expected to raise sea levels by up to a foot in October, which could combine with king tides expected Nov. 24-26, Dec. 22-25 and Jan. 20-23 and with atmospheric rivers from January to March to cause coastal and inland flooding and erosion. Officials are staging sandbags and pumps and coastal cities including Laguna Beach have declared emergencies after September storms damaged seawalls and homes, while scientists warn warmer Pacific waters could energize storms and prime soils for flooding.

US returns bombers from UK base after suspected terror plot The US military has returned all bombers deployed at RAF Fairford in England to their home stations, the Pentagon said Sunday, after British authorities identified the base as the target of a suspected terror plot. Five men arrested near the base last week were released on bail after searches of their vans found no explosives; a dual British-Iranian man arrested Oct. 1 was also released on bail. The base has been used for US strikes on Iran, and Prime Minister Andy Burnham said there were strong indications Iran was involved, a claim Tehran denied.

Kenya confirms first imported Ebola case, patient dies Kenya confirmed its first imported Ebola case on Tuesday after a Kenyan citizen who had travelled from the Democratic Republic of Congo died in Nairobi late Monday. Health Minister Aden Duale said the patient had been ill for about a month, travelled by road to Kampala and then flew by Jambojet to Nairobi on Saturday, passed through airport screening possibly because medication masked symptoms, and was later admitted to Nairobi Hospital with fever, chills and bleeding beneath the skin. Health authorities identified 28 contacts in Kenya and are tracing 23 passengers and four crew from the flight, while the patient was due to be buried Tuesday under protocols to prevent spread. Kenya is the third country linked to the eastern Congo outbreak, the second largest on record, which has infected more than 8,000 people and caused more than 4,000 deaths from the rare Bundibugyo strain with no proven vaccine or treatment.

Yemeni forces claim Red Sea strait secured in new offensive Yemeni pro-government forces backed by Saudi Arabia said they secured the Bab al-Mandab Strait and captured the Red Sea city of Mokha on Monday at the start of Operation Yemen Dawn. Government sources told Reuters that forces had only reached Mokha's outskirts, while Houthi media denied losing Mokha, Dhubab and the strait and said it fired missiles and drones at Riyadh airport and Saudi Aramco sites. The offensive follows a Houthi seizure of the southwestern coast last month that threatened Saudi oil exports through the Red Sea while the Strait of Hormuz remains effectively closed.
